Hi there the rack for the turkey should be low this should mean the turkey is pretty central in the oven if not adjust the rack so the turkey is in the middle. The reason it goes in the middle is because the air can circulate better and cook the turkey more evenley.It will also ensure that none of the turkey is burnt.
If it were me, I would place the oven rack on the bottom setting, as long as there was at least an inch clearance underneath in that setting. (You want air flow underneath the pan for more even cooking.) I'd want to make sure that there was as much distance as possible between the plastic bag and the top of the oven, lest it somehow touch and melt.
