Timing marks are used to set the ignition, so that the spark plugs spark when the pistons are at the right position and moving in the right direction. The timing marks for your 1995 VW can be found on the front of the main pulley. The timing marks will be scattered around the outside of the main pulley.
Changed the plugs wires cap n rotor on a 92 ranger 3.0. Now it wont start. Do i have to set the timing,n if so how?
there are no marks because your cars timing is triggered by a crank and cam position sensor.the timing is controlled by the cars computer or pcm the timing is checked by a pcm scanner that plugs into your cars obd2 data port . your computer can be flashed to give you more power and performance but that's another story.
timing could be off. Bad spark plugs, crossed wires bad coil. Lots of things.
Yes, when changing spark plugs it is a good idea to change all eight so the firing will be even.
Timing an engine requires that it have spark plugs, a diesel engine only has glow plus, no timing required. Now, if the valve to piston timing is off, you will need to replace the timing belt or chain, aligning the timing marks then. Get a repair manual like a Chilton's.

If the timing marks are dot to dot and you know for a fact that the engine is at Top Dead Center (it's possible to have the timing marks dot to dot but be on the exhaust instead of the compression stroke), and the distributor has not been removed - or if removed, replaced in its original position, the rotor should be pointing where number one spark plug wire plugs in.
it could be that the timing is a little off check the timing with a timing light, it could also be the ignition module which is very difficult to test on your own you can take the module to advance auto parts and they can test it for you!
why does it eight sparks plugs when its only a four cycl.
Hopefully you got the timing marks lined up? What else did you add? Plugs? Were they gapped properly? Wires? Are they on tight? What exactly is "other things"?
