This question may be referring to the so called Berlin Wall. After WW2, Berlin lay in the hands of the Russian army. An agreement was reached between the allies in the war to divide Berlin into 4 parts. France, England, the USA and Russia each had their own sectors of the city.
When it became clear that one half of Germany, the half that contained Berlin, would become a Communist nation, referred to commonly as East Germany, many Germans fled to the non communist western half of Germany.
In Berlin, people began fleeing to the non Russian occupied parts of the city. This exodus was damaging to the image of the new East Germany and to its sponsor, the Soviet Union.
To halt the exodus from East Berlin, a wall was constructed to prevent the people from leaving the communist sector of Berlin. The Berlin Wall was constructed in 1961.
