most historians agree that it was written in independence hall in Philadelphia

Answer:

It was written in what is now called "Declaration House." Thomas Jefferson rented a second floor space in the house of a bricklayer named Graff at 7th and Market Streets near the outskirts of Philadelphia, because he couldn't work in all the noise in the main part of town. After the Declaration of Independence was completed and changed slightly by Ben Franklin and John Adams, it was presented to Congress in Independence Hall (then called the Pennsylvania State House). The actual house was demolished in 1883 but was restored based on old photographs by the National Park Service.
