The blower motor is in the passenger side foot well, under the glove box. Remove the kick panel under the glove box and it should be right there. It is on my '93 anyway.
The most common problems will be with either the power or the ground going to the the blower motor.................
The blower motor relay for high speed would be located in the power distribution box under the hood.
What year? In the newer caprices, the blower (for both A/C and heat) is right above where the passenger would put their feet. Take off the plastic cover and the blower motor is right there.

The blower motor speed resistor is burned out. The resistor is located close to the blower motor and is easy to change. Your local auto parts store will have that part for you.

The blower motor would be located under the hood, on the firewall, close to the passenger side fender.
The HVAC blower motor would be found under the hood, on the firewall, passenger side, close to the fender.
The blower motor itself could be seized or the wire connection to the motor may be loose. The blower motor is located on the passenger side under the the dash. You will have to remove the cover just above the passengers feet to locate the blower motor. Hope this helps.
The year, make and model info would help but generally the heater blower motor resister is located close by the heater blower motor.
My bet would be a bad rheostat.... It is located in the same vicinity as the blower motor itself and is what controls the speed of the blower motor. Kind of difficult to get at under the dash but not too bad. Will usually be one electrical connection to the blower motor and 2 screws to hold the rheostat in the mounting bracket.
The blower motor relay only operates the high speed function. That relay would be in the fuse/relay center under the hood.
