There are countries that sit on two continents, such as Russia and Turkey, which are part in Europe and part in Asia. There are countries completely surrounded by Another Country, such as Lesotho completely surrounded by South Africa or San Marino completely surrounded by Italy.

There are cities that are completely surrounded by another country, such as Vatican City, an independent city-state, which is wholly within the city of Rome Italy, or the Spanish cities of Ceuta and Melilla which are on the coast of and surrounded by Morocco on the Mediteranean Sea. Many cities on the borders of countries, straddle those countries but are claimed and governed by one of those countries.

However, there are several cities that have been divided by two countries:

  • Nogales: The city of Nogales is divided between the USA and Mexico, but legally it is two separate entities: Nogales, Arizona, USA, and Nogales, Sonora, Mexico.
  • Nicosia: The city of Nicosia, the capital of Cyprus is divided between the government of Cyprus which controls the southern half of the city and the disputed Turkish Republic of Northern Cyprus in the north.
  • Jerusalem: The city of Jerusalem, the capital of Israel, was divided between Israel and Jordan from 1949-1967 and the Palestinian government in Ramallah still lays claim to East Jerusalem.
  • Berlin: The city of Berlin, the current capital of Germany, was divided by West Germany and East Germany from 1945-1989, when the city was reunited due to the reunification of Germany at the end of the Cold War.
  • Frankfurt (Oder): The city of Frankfurt (Oder) existed on both sides of the Oder River when Prussia, and later Germany, controled both sides of the river. In 1945, the border between Germany and Poland was set at the Oder river, making the smaller eastern side of the city fall into Polish territory. The Polish part of the city has been renamed Słubice (Swoo-beet-se) and has a separate municipal authority.
  • Baarle-Nassau/Baarle-Hertog: As a result of complex medieval treaties, agreements, land-swaps and sales between the Lords of Breda and the Dukes of Brabant, there are Belgian enclaves (Baarle-Hertog) in the Dutch city of Baarle-Nassau. Streets are randomly divided between Dutch and Belgian jurisdictions and have been for centuries.
  • Rafah: The majority of this city is in the Gaza Strip (Hamas-controlled) while the western part is under Egyptian control. They are two distinct municipalities at this point because of the way Egypt and the Ottoman Empire were divided in the late 1800s.
