You've misunderstood the word "technology". It's a meaningless question really because whatever "technology" meant when coined it has become meaningless and debased. Common parlance now has it meaning portable internet devices and computers. Not long ago it meant Engineering and was preferred by the ignorami who thought 'engineering' and especially mechanical-engineering trade skills, beneath their dignity - but could not live without their benefits. Such as electricity to run their computers and charge their 'phones. I'd hardly count Ancient Egyptian fashion as technology! If we stick with the original meaning, which at least implied engineering, then since the Enlightenment and the Industrial Revolution, the two have always been complementary, but the Science must come first, because Engineering is the application of Science to practical ends. You would not be able to read this without Engineering to make the electricity generators etc - and indeed your computer - but without Scientists the Engineers could not have given us electricity, let alone computers. Prior to the 18C's emergence of learning, we had "technology" to the extent of crude iron-working to make reasonably useful tools and pretty good horse-drawn carriages; but technical progress - Engineering or so-called "technology" - to the horseless-carriage and beyond, needed and ever more needs, Science.
