In my opinion I would have to say Political Corruption. I say this because knowing of there government, they had no right way of citizens to vote, so not knowing the emperor would be a downfall or a success. There were many money problems to. Many of Rome's people, like the Plebeians, boycotted using goods for other goods. This is what the most important theories of the ten.
