There may be more. I know that Cleveland , Ohio was not named after President

The answer would appear to be James Madison. Wikipedia lists 21 US cities named Madison.

http:/en.wikipedia.org/wiki/List_of_the_most_common_U.S._place_names

Washington is 2nd with 18.

Jackson appears to be 3rd, there are 16 cities named Jackson, although Jackson CA, Minn., & WY. are named for a different persons named Jackson. There are also 4 cities named Jacksonville, all named for Andrew Jackson.

There are 17 cities named Cleveland, although a number of them (including the largest Cleveland, OH) were not named after Grover Cleveland.
