Dextron III or Dextron IV. It most Likely calls for the Dex III but with service bulletin updateds they have probably changed it to a Dex IV and I'd go with that it's a better fluid.

you change the manual transmission fluid in a '99 cavalier simply by removing the transmission drain plug and allowing all the fluid to drain then replace the plug and refill with Syncromesh transmission fluid(that is the fluid recommended by Chevy for use in your transmission) It should take 2 quarts.
The Transmission Fluid Check bolt is in the front right part of the Transmission Pan. This is in regards to a 1998 Chevy Cavalier (since I have one myself) and may not be correct for any other year. This bolt is just to check the fluid level is correct and will not drain the entire Transmission fluid reservoir, you must remove the pan to remove the transmission fluid.
