However, "a state" is sometimes used to mean a nation, a sovereign country, or a part of a country that has declared independence (recognized or not).

It depends because in Americas case a country is much bigger, because America is composed of many states put together. But some places a state is a country. Overall I would say that more often than not countries are bigger.
