There are three candidates for these two, which are most commonly mentioned. They are Elijah, Enoch and Moses. The first two are the most likely, since The Bible reports that they were taken to heaven and did not die. Moses is one possibility which some consider due to the similarities between the actions of the two and many of Moses actions as recorded in the Old Testament.

They are identified as the "two olive trees and two lamp stands." This is a reference to Zecharia 4:1-14, where it is explained that the lamp stand is the temple of God, and the olive tree is the Spirit, through whom Zeubbabel, of the messianic family, would complete the temple of God that had for years lain in ruins. Some would say they are Paul and Peter, whose bodies at that time lay in the city of Rome. Others see the two witnesses as the true church, which will bear witness to Christ throughout the whole church age. Others tend to believe the two witnesses are Elijah and Enoch or Elijah and Moses. While we really are not sure exactly who they are, in time it will become clear. The heart of the matter is that God will provide witness-prophets who speak on His behalf.

Apparently this question is in reference to the two witnesses discussed in Revelation chapter 11. Revelation is a largly symbolic book. - Revelation 1:1.

These are symbolic of the entire spirit-annointed Christian Congregation who are active in carrying out their God given assignment in the last days of this system of things, specifically in the early 1900's.

At that time there was a group of Christians who were alerting people to the fact that certain major Bible prophecies were about to be fulfilled. Nominal Christians found the tortorous messages so boffensive they conspired to put a stop to it. They were almost successful; the work slowed down for a time in 1918 on into mid 1919, almost "dead" as it were. The one's who were taking the lead were falsely imprisoned, and their enemies thought they were finished.

But Jehovah "resurrected" them spiritually when they were released from prison in 1919, and has since gained such momentum that, with Jehovah's blessing, will NEVER be stopped.

You can learn more specific details from the publication Revelation - Its Grand Climax is at Hand! published by Jehovah's Witnesses.

Another answer:

The Two Witnesses haven't been revealed yet.

While Revelation is written as a "parable"... a language by which Jesus always spoke to the general public, so that they wouldn't understand what He was saying... a parable still speaks of real things.

Revelation is about global end time events that will lead up to Jesus' return to the earth with the Kingdom of God. It's not written for the consumption of the general public [thus, the parable]. It's written for those who love, fear and obey the Lord - Christ's "servants" [God's saints]:

"The Revelation of Jesus Christ, which God [the Father] gave unto Him, to SHEW UNTO HIS SERVANTS things which must shortly come to pass... blessed is he that readeth, and they that hear the Words of this prophecy, and keep those things which are written therein: for the time is at hand." (Rev.1:1-3)

Revelation is primarily written "chronologically." The Two Witnesses are only mentioned in Revelation 11... and their witness and testimony is clearly revealed to occur DURING THE GREAT TRIBULATION, when the Beast and the False Prophet will rule the world.

Contrary to popular teaching today, the Great Tribulation will only be 3 1/2 years long and not 7. The Two Witnesses' will: "...prophesy a thousand two hundred and threescore days [3 1/2 years], clothed in sackcloth.

They will be like Moses and Aaron appearing before Pharaoh, complete with plagues, miracles and wonders as Pharaoh's sorcerers and magicians opposed them. Only the Two Witnesses will go before the Beast and the False Prophet who will be ensconced in Jerusalem for that period of time... the Lord protecting and preventing them from being killed until the 3 1/2 years are done.

"...when they have finished their testimony [3 1/2 years], the Beast that ascendeth out of the bottomless pit shall make war against them, and shall overcome them, and KILL THEM." (Rev.11:7)

Like the Two Witnesses... the Beast and the False Prophet have not been revealed yet, either... because the Great Tribulation has not yet begun. The insane machinations of the Godless governments and nations and the bankrupt and collapsing global society as we know it are building up to it, now.

As the Beast and the False Prophet shall be "real individuals" whom Christ casts into the Lake of Fire upon His return (Rev.19:20)... and not mere 'symbols of the evil in the world'; so, shall the Two Witnesses be "real individuals" prophesied to appear at a specific time in the end time chronology of events.

Plus... after the Two Witnesses are KILLED... their dead bodies will lie in the bloody streets of Jerusalem for 3 1/2 DAYS... after which time THEY WILL RESURRECT AND RISE INTO THE CLOUDS:

"...And they that dwell upon the earth shall REJOICE OVER THEM, and make merry, and shall send gifts one to another; because these Two Prophets tormented them that dwell on the earth. And AFTER THE THREE DAYS AND A HALF the Spirit of Life FROM GOD ENTERED INTO THEM, and THEY STOOD UPON THEIR FEET... a great voice from heaven saying unto them, COME UP HITHER. And they ASCENDED UP TO HEAVEN IN A CLOUD; and their enemies beheld them." (Rev.11:10-12)

This is the RESURRECTION OF THE DEAD IN CHRIST, WHO RISE FIRST BEFORE THOSE WHO ARE STILL ALIVE ON EARTH AT THE TIME OF JESUS' RETURN AT THE LAST TRUMP, WHICH SOUNDS AT THIS TIME:

"...And the SEVENTH ANGEL SOUNDED [the seventh and last trumpet]; and their were great voices in heaven, saying, The kingdoms of this world are become the kingdoms of our Lord, and of His Christ; and HE SHALL REIGN FOR EVER AND EVER." (Rev.11:15)

The Two Witnesses are clearly killed 3 1/2 days before Jesus Christ returns to earth.

"According to the Lord's own Word, we tell you that we who are still alive, who are left till the coming of the Lord, will certainly not precede those who have fallen asleep [died]. For the Lord Himself will come down from heaven, with a loud command, and the voice of the archangel and with the trumpet call of God, and the DEAD IN CHRIST WILL RISE FIRST." (I Thess.4:15-16 NIV)

"...He will send His angels with a loud trumpet call, and they will gather His elect from the four winds, from one end of heaven to the other." (Matt.24:31)

This hasn't happened yet. The Beast and the False Prophet haven't appeared yet. And the Two Witnesses haven't either. We don't know who any of them are, yet.

The two witnesses are often identified by commentators as Elijah and Moses or Enoch. They are not identified in the text so we should refrain from trying to identify them with any particular historical person. They are simply two Jewish prophets who will be uniquely used by God.

No prophets are mentioned or meant in this verse in particular, it talks about the human in general. Here are the two verses 9 & 10 of the 11th chapter (Hud):

( If We give man a taste of Mercy from Ourselves, and then withdraw it from him, behold! he is in despair and (falls into) blasphemy.

10. But if We give him a taste of (Our) favours after adversity hath touched him, he is sure to say, "All evil has departed from me:" Behold! he falls into exultation and pride).

The Two Witnesses appear in "inset chapter 11" in the book of Revelation. This inset chapter is a synopsis of the Two Witnesses' role at the time of the end, just before Jesus returns.

The time frame of the Two Witnesses is revealed to occur when the Beast [this uninformed, deceived world calls him: the Antichrist] is revealed... which will be during the 3 1/2 year Great Tribulation: the horrifying time of global distress on earth just before Jesus' return [see Matt.24:21-22].

"Then the Beast [the Antichrist] was allowed to speak great blasphemies against God. And he was given authority to do what he wanted for forty-two months [3 1/2 years]... And the Beast [Antichrist] was allowed to wage war against God's Holy People and to overcome them. And he was given authority to rule over every tribe and people and language and nation." (Rev.13:5-7 NLT New Living Translation)

"And all the people who belong to this world worshiped the Beast. They are the ones whose names were not written in the Book of Life, which belongs to the Lamb who was killed before the world was made." (verse 8)

The Two Witnesses are to testify, prophesy and witness to the world regarding the Good News of the Kingdom of God during the reign of this Beast. It's revealed that the Beast and the Witnesses both live during the same 3 1/2 year period... as at the end of the Two Witnesses "3 1/2 year Divinely-protected testimony" [see Rev.11:7] the Beast is "permitted" by God to kill them!

"...I will give Power to My Two Witnesses, and they will be clothed in sackcloth and will prophesy during those 1.260 days [3 1/2 years]." (Rev.11:3 NLT)

"If anyone tries to harm them, fire flashes from the mouths of the Prophets and consumes their enemies. This is how anyone who tries to harm them must die." (verse 5)

"When they complete their testimony [after their allotted 1,260 days or 3 1/2 years], the BEAST that comes up out of the bottomless pit will declare war against them. he WILL CONQUER THEM AND KILL THEM." (verse 7)

The Two Witnesses, then, will be the only public testimony to the Good News of God's coming Kingdom around all during the 3 1/2 year Great Tribulation: the end time event of global persecution against Jesus Christ and His True Church, that shall have gone underground [see Rev.12:6].

"...She [God's True Church] was given two wings like those of a great eagle. This allowed her to fly to a place prepared for her in the wilderness, where she would be cared for and protected from the Dragon [Satan, who gives his power and authority to the Beast - Rev.13:2] for a time, times, and half a time [3 1/2 years!]" (Rev.12:14 NLT)

The Great Tribulation period shapes up prophetically as an end time replay of "Moses and Aaron going before Pharaoh," demanding for him to let God's people go. The Two Witnesses also wield plagues like Moses and Aaron did all during both of their testimonies:

"They have the Power to shut the skies so that no rain will fall for as long as they prophesy [which will be for 3 1/2 years]. And they have the Power to turn the rivers and oceans into blood, and to send every kind of plague upon the earth as often as they wish." (Rev.11:6 NLT)

The Two Witnesses shall be a real "thorn in the side" of the Beast and his rule... like Moses and Aaron were to Pharaoh.

That's why the Beast [Antichrist] will gladly kill them at the end of 3 1/2 years!

These "plagues" the Two Witnesses will wield over the Beast and the world will be the "7 trumpet plagues." Because after the Beast kills them [after 3 1/2 years] we see the SEVENTH Trumpet plague sounding [verse 15].

Revelation's 11th inset chapter reveals that the Two Witnesses will "resurrect" from the dead exactly 3 1/2 DAYS after they are killed when THE LAST TRUMPET will sound and Christ will return.

"But after three and a half days, the Spirit of Life from God entered them, and they stood up! And terror struck all who were staring at them. Then a loud voice shouted from heaven, "COME UP HERE!

And they rose to heaven in a cloud as their enemies watched." (verses 11-12)

The Two Witnesses will be among the "dead in Christ" who will be the "first to resurrect from the dead" at Christ's return -- killed three and a half days prior to Christ's return.

"For the LORD Himself with a shout, with the voice of an archangel, and WITH THE TRUMPET OF GOD will descend from heaven. Then THE DEAD IN CHRIST WILL RISE FIRST; and afterwards we who are alive, who remain, shall be caught up together with them in the clouds, to meet the LORD in the air..." (I Thess.4:16-17 MNTMontgomery New Testament)

"...in a moment, in the twinkling of an eye, when THE LAST TRUMPET SOUNDS. For THE TRUMPET WILL SOUND, and THE DEAD IN CHRIST WILL BE RAISED, incorruptible, and we shall be changed." (I Cor.15:52 MNT)

"...then all the tribes of earth will lament, when they see the Son of Man coming upon the clouds of heaven, with Power and Great Glory. And He will send forth His angels with a great sound OF A TRUMPET, and they will gather His elect together..." (Matt.24:30-31 MNT)

The Two Witnesses will be the FINAL TESTIMONY, WITNESS and WARNING from God to the nations on earth before Christ returns! It will be these Two who shall take the "gospel" message of God's Kingdom to "all the nations of the earth."

It won't be the missionaries of the world who will get God's Good News to all the nations of the world... but the commanding, Divinely-protected testimony of the Two Witnesses during the Great Tribulation:

"And this gospel of the Kingdom shall be proclaimed throughout the whole inhabited earth, for a testimony to the Gentiles, and THEN WILL COME THE END." (Matt.24:14 MNT)

The Two Witnesses will be the "last two martyrs" of God to be killed before Jesus Christ returns.

And, like the Beast [Antichrist] who shall rule the world during the Great Tribulation by Satan's power and authority... the Two Witnesses, also, have not yet been revealed.

The Bible does not explicitly state who these two men will be in the future prophesy for 1,260 days. Many point to Elijah and Moses as they brought fire down from heaven and turned the waters to blood respectively, which is similar to what these witnesses will do in the end-times.

Also, in Matthew 17, Mark and Luke 9 recount the story of the 'transfiguration' of Christ speaking with Elijah and Moses. Again many believe the final two witnesses will be these two men who represent the two lampshades and two olive treess of the anointed in Zechariah 4.

The popular consensus is that they will be the prophets Enoch and Elijah returned to Earth, but this is conjecture as no one is identified by name in Revelation 11.
