The upper section of the actual flagpole pivots at the base. The flagpole lays horizontally while they change the flag. The operation is done with electric motors and hydraulics. They lower the pole down as it pivots at the heel of the pole. It takes 3 people half an hour to change the flag thru the whole procedure. The flag is changed approximately every three weeks.
