It is not known. The Etruscans were the first civilisation in Italy. It arose in settlements which had existed long before. This earlier part of these settlements is known though Archaeology. The kind of archaeological artifacts which have been found have been called the Villanovan culture. It is not known whether the people who produced these cultural artifacts where Etruscans or not.
