Nobody. Islamic Law has not been abrogated and abolishing slavery would be an abrogation. There are many imposed restrictions on slavery, but these come from states and not Islamic Law. While it certainly is the case that the Qur'an encourages slave owners to free their slaves, it does not require them to do so. The Qur'anic quotes in Answer 3 explicitly prove this assertion. Under Islam, slavery expanded and developed into a truly international enterprise. Further, slavery is still a huge part of the world; there are currently between 12-27 million slaves in the world, primarily in the Third World and many in Islamic Countries. There are 200,000 slaves in Mauritania (one-fifth of the entire population), 800,000 in Niger, 200,000 in Mali, and 200,000 in Sudan. This is because the laws of the national governments, some of which banned slavery as recently as 2007, do not reach most of the areas outside of the capital cities.

By and large, the reason for the reduction and elimination of slavery in the Islamic World came at the hands of Western Imperialism and International Pressure. Unlike the Islamic Feminist Movement, which was endemic to the Islamic World, there is no Islamic Abolitionist Movement. The evidence for this is that almost every current Islamic country abolished slavery through either: (1) active world-policing by the British during the 1830s-1870s to stop slave traders and force weaker regimes to abandon slavery - especially in Western Africa, (2) colonization during which extant slave-holding kingdoms such as Tripolitania and Egypt were forced by the occupier to abolish slavery, (3) international pressure after World War II on non-colonized Islamic countries such as Saudi Arabia and formerly colonized countries that never banned slavery such as Sudan and Mauritania. By contrast, the Abolitionist movements in the UK, USA, Brazil, and Mexico were largely endemic and based on a desire by the citizens of those countries to abolish slavery, not international pressure. The only similar act in the Islamic World was the Abolition of Slavery in the Ottoman Empire in 1847 under the Tanzimat Reforms primarily in order to prevent the dissolution of the Empire. However, slavery continued by and large in most places in the Ottoman Empire for several more decades due to the weak enforcement of the abolition.
