Palestina allowed them to live there and later on it became ‘Israel’ and now they kill Palestinian children and nobody talks about it but if any act of terrorism happens by any muslim the whole world reacts
God, if you believe The Bible (Gen. 15:18-19, Deut. 34:4) or the Qur'an (5:20-21, 26:59)
If you are talking about modern politics, the phrasing of the question misconstrues the authority of the United Nations Resolution 181. Most people incorrectly believe that the UN Resolution "created" a Jewish State (Israel) and an Arab State (Palestine) on the map. This is not the case. What the UN Resolution does provide for is the permission for the different ethno-religious groups in Mandatory Palestine to declare a state. In the case of most mandates, the understanding was that the mandate would eventually become independent as one new state, like Iraq or Syria had. The case of Palestine was therefore unique and needed the permission to deviate from the traditional path of independence. Because of there being two states, provisional borders had to be provided, which is why a map was used, but those borders would only come into play if both sides decided to remain at peace.
The Jews acted on the permission granted to them by UN Resolution 181 by declaring independence on May 14, 1948 (nearly six months after the Resolution was passed) and therefore creating the State of Israel. They were forced to protect this state with their own militias and military as opposed to any UN protection.
The answer that the person is looking for is the "United Nations". However, this is not historically correct.

The region previously known as the "British Mandate in Palestine" was partitioned (separated, divided) into two areas, one to be administered by the local Arab population, the other to be the responsibility of the Jewish population. The partition plan was passed by a two-thirds majority vote of the United Nations General Assembly, that is, a 67% majority of the UN's member nations at the time.
The first reactions of the respective parties were:
-- The Jews declared their piece to be a sovereign nation, and named it "Israel".
-- The administrators of the other piece, plus the armies of all of the surrounding nations, attacked Israel, captured and occupied a significant portion of the new nation, but failed to wipe it off the map in its entirety. When that war ended, the pieces that remained under Arab control were annexed to the neighboring states.
It is important to note that nobody "gave" the Jews a State in the sense of saying: "Here's a piece of land, here's some investment for infrastructure, and these are your borders." UN Resolution 181 provided permission for Jews to declare a state within certain boundaries and provided permission for Arabs to declare a state in the remaining territory. The Jews built their own country from the ground-up.
From a theological point of view, as substantiated by both Biblical (Genesis ch. 18) and Qur'anic narratives (5:20-21, 17:104, 26:59), God granted Israel to the Jews.
From a secular point of view, nobody "granted" Israel to the Jews. By international law, the Ottoman Empire took the territory from the Seljuks and Abbassids by internationally recognized conquest. The territory was ceded to the British as a Mandate by the Ottomans as a term of surrender in World War I. (Even though the British had promised the territory to both the Arabs and Jews during the War, neither promise is legally binding.) According to the terms of the Mandate, even though the British were in control, the League of Nations had official jurisdiction. In 1947, the British gave direct authority to the League of Nations' successor, the United Nations, in accordance with the terms of their Mandate. The UN passed the 1947 Partition Plan that gave both a Jewish State and an Arab State the Right to Declare Statehood. However, the Jewish Zionists had to actually declare the independence of the state and fight against Arab militias and armies to have their state.
God did.
