The Union or the US side had the Anaconda Plan. It was devised by the aged General In Chief, Winfield Scott. It was a plan to blockade the Southern coast and capture ports along the Mississippi River in order to choke off Confederate supply lines from Europe as well as from the western reaches of the Confederacy.

They thought it was far too slow and ponderous. Most people in Spring 1861 thought it would be a short and glorious war, and they ridiculed this long-term strategy of slowly squeezing the life out of the Confederacy, like an anaconda. Presently, they found that it was not going to be a short war at all, and the Union eventually followed a plan very similar to the Anaconda.
The Anaconda Plan called for all of the South's major ports, including Florida, to be blockaded to prevent them from getting supplies from foreign sources, and from selling their cash crops, such as cotton.
