The United States Constitution Article 2, Section 2, states "He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur"
Therefore, the President negotiates a Treaty and presents it to the Senate. It is ratified when two thirds (2/3) of the Senate vote approving the treaty.
Keep in mind that Treaties and the Constitution are the Supreme laws of the land.
