Paramedics are the ones to make the call on whether a person is alive or dead. The firefighters make the call on how and when to extract someone from a vehicle. Physicians that are usually on scene can for the most part just help stabilize a patient due to them usually not being on duty. The Highway Patrol calls the shots on the traffic flow, and taking reports. So all together they have call there own shots and work together as a team.
