internet was started as just a simple network between army computers. Then it was available commercially to people and all the restriction were removed in 1995. The reason that you have to pay for it is just like you want to connect to your friends computers. Like if you and your friend are playing LAN games then you are required to connect your PCs via LAN cable which might cost you something. When you connect to Google Servers on the other side of your country or across the ocean then you need to pay for the cable that those people are providing you on rental bases. You obviously cannot lay your own cable to the servers. You pay for the infrastructure to connect to people around the world.
