No one knows - rail roads - or self guided cars
were known to be used in Europe (around were Germany is today) back in 1500.
They were used mainly in mines, but slowly began to be used for other things,
including goods and people (horse drawn trollies).
In England various people developed steam locos until real trains (as we know them)
were developed in 1804. but none of them were quite right (lots of design flaws)
until about 1830 (or maybe 1835 ... depends on who's boasting you believe).

Who invented the first ship, railroads, airplane, etc.
No one person invented the railroad as it evolved over hundreds of years. The first railroads did not have locomotives. Richard Trevithick is credited with creating the first successful steam locomotive. George Stephenson is credited with expanding the use of railroads from being a part of a mining operation to the first passenger railroads.
