Is he responsible of any tickets acquired?

Laws for traffic violations are specific to a state or municipality. A general rule of thumb is that moving violations, from speeding to driving without a license is the driver's responsibility; vehicle violations, such as invalid registration, liability in an accident, illegal parking and towing fees, are the responsibility of the vehicle owner. In the case of an accident, the driver is responsible for the traffic violations, the vehicle owner is responsible for the damages. In most jurisdictions, the vehicle owner can sue the driver in a civil action for costs incurred to the owner by the driver of the vehicle. Be careful who you allow to drive your car.

If the owner gave permission to a licensed driver is the licensed driver still responsible to pay for an accident?

It is my understanding that the car owner's insurance pays for the person who was hit. The driver's insurance is responsible for the car he/she was driving.

Is the owner of the parking lot responsible for repairs if someone hits your car?

Not in a public parking lot. But if it is a controlled parking low where the employees park and retrieve the cars, the lot owner is responsible. He probably has a sign posted saying he is not responsible for accidents, but he is.

If an uninsured driver lives in your house are you responsible if they have an accident?

There are 3 possibilities: You ARE responsbile (or partly responsible) If (1) the un-insured driver is a minor and you are their parent or guardian (2) you are the owner or part-owner of the vehicle they are driving (3) the un-insured driver is on your insurance. Other than those factors, you would not be responsible for them.

Who is responsible for damages to an automobile if a minor was asked to back a car up by the owner and accidentally hit another car at a friend's house causing 1500 dollars of damage?

The owner of the car that hit the other vehicle is responsible. If you allow a minor (even for a few minutes) to drive your car then you are responsible for any accidents that minor may have. The minor can also be charged for driving without a valid driver's license.

IS THE DRIVER OR OWNER responsible for an impounded car?

Legally it is the owner. Morally it would be whoever caused it to be impounded in the first place.

== == == == Car insurance follows the car. If someone was injured they can go after the driver if they weren't the owner of the vehicle.

Who is responsible for a no insurance ticket on a borrowed car The driver or owner?

Each could be ticketed. The driver for no insurance, and the owner for allowing unlawful operation. In the UK both are equally responsible for 'using a motor vehicle on a road without insurance' and both will be prosecuted.
