The Ostrogoths (eastern Goths) invaded Italy and formed a kingdom that covered Italy, Austria, Slovenia, Croatia, Serbia and Bosnia and Herzegovina. However, it is argued that this did not constitute the end of the Empire, as their king had deposed a usurper in Italy, was technically a viceroy of the emperor of the east as sought to revive Roman culture and government, though he ruled his Kingdom independently. The Romans of the east then fought a war against the Goths and the Goths fled to Austria. The Romans of the East took over parts of Italy. Northern Italy was then invaded by the Lombards, who took over the north and also parts of central and southern Italy. Finally, the Franks of Charlemagne took over Italy and Italy came under their (Carolingian) empire.

He also designated also an imperial capital for the eastern part of the empire, which was Nicomedia (in northwestern Turkey), and an imperial capital for the western part, which was Milan (in northern Italy). The emperor Constantine I moved the capital of the eastern part to the nearby Byzantium, which he renamed Constantinople (present day Istanbul). The capital of the western part was moved to Ravenna (also in northern Italy) in 402.
