This was sort of a mantra or motto used by SR-71 (and perhaps A-12) pilots. They flew over the most dangerous places in the world at the time (Soviet Union during cold war, Vietnam, ect.), but were mostly impervious due to their high altitude (80,000+ feet). I have no idea which specific pilot, crew member, engineer, whatever came up with it.
