The quote is attributed to Margaret Sanger (1879-1966), the founder of the American Birth Control League in 1921 (now Planned Parenthood).
The extended quote is:
"The most successful educational approach to the Negro is through a religious appeal. And we do not want word to go out that we want to exterminate the Negro population, and the minister is the man who can straighten out that idea if it ever occurs to any of their more rebellious members." (letter - 1939)
A eugenicist, Sanger is also quoted as saying: "Birth Control must lead ultimately to a cleaner race." (Margaret Sanger. Woman, Morality, and Birth Control. New York: New York Publishing Company, 1922. Page 12.)
In her book, What Every Girl Should Know, she says: "It is said that the aboriginal Australian, the lowest known species of the human family, just a step higher than the chimpanzee in brain development, has so little sexual control that police authority alone prevents him from obtaining sexual satisfaction on the streets."
In 1929, Sanger even accepted an invitation to speak at a Ku Klux Klan meeting in New Jersey, which she described in her autobiography.
