After World War 2, and before the formation of West Germany, that territory was occupied by France, the United Kingdom, and the United States. They did not, however, "own" that land. After the Soviet Union established a theoretically sovereign government in East Germany, the western allies joined their occupation territories and established the sovereign state of West Germany.
