Sectional compromise did not work in 1860 for many reasons. One of them being that this was the time during the great potato famine in Ireland, so the refugees cascaded into the northern states in the 1850's. Therefore, the north had no room. Once the Europeans were in America, they had no desire for the practice of slavery, and the north states were not convinced to compromise over slavery. The new compromise was put out for grabs, but Lincoln rejected it because he would not allow the extension of slavery. Also, the Crittenden Compromise would allow new slave states, but Lincoln would not accept this, either.
The ratification of the constitution was when the delegates of the contenental congress signed it, thus making it official law.
The main goal for the reconstruction in the Civil War was to rebuild and accept the South in the US again, but radical republican reconstruction wanted to make the South pay for what they had done. The radical republican reconstruction was somewhat of a success in that they had several bills passed in Congress against the South.

The population of the colonies weren’t asked to accept the constitution. They were simply told it had been written.
They did - the Missouri Compromise. This lasted thirty years, and was only rendered impractical by the admission of California, a state that extended so far on either side of the Missouri line that both sides claimed it. If only California could have been admitted as two separate states - North and South - there needn't have been a Civil War. The Missouri Compromise was very sensible, and deserved to last.

It actually averted war for thirty years. The problem came when California was up for entry to the USA, and it extended too far on either side of the Missouri Line - both sides claimed it.
