My husbands grandmother, Harriet E. Dunscomb Jurney from Little Rock around 1903 was the first woman in the United States to hold the position of RFD #3 in Newport, Arkansas. In writing to the U.S. Attorney General, it was found that two sisters in North Dakota had carried mail, via horseback, at various times but had not performed this task on a regular basis. Mrs. Jurney delivered by horse and buggie for more than 22 years. This is from The Jackson County Historical Society of Newport, Arkansas. Mrs. Jurney has been recognized by the Smithsonian Institute, Washington, D.C. where her photograph and unique position are on record.

What is the federal law placing items in mailboxes?

The only party that can place mail in a mail box is a United States Postal employee and you. Using a mail box for unpaid unpostaged flyers is against the law. Notice they don't let you place any flyers on the community bulletin board either. Buy a stamp! The US Postal Service regulates the type of boxes allowed. In rural area's, the placement and height of the box for accessability by the rural carrier's car is dictated by the local office. I don't know if it's illegal to place a flyer on the outside of the mail box but the inside contents are reserved for you and the mail carrier only. The flag on the box is designed to alert the mail carrier you have outgoing mail so sticking a flyer and moving the flag to secure it is tampering with the mail.
