On July 4, 1800, in preparation for Ohio's statehood, the Indiana Territory was carved out, reducing the Northwest Territory to the size of Ohio, to prepare for statehood. The Northwest Territory went out of existence when Ohio was admitted as a state on March 1, 1803

Next came Vermont (March 4, 1791), Kentucky (June 1, 1792) and Tennessee (June 1, 1796). The "Territory Northwest of the River Ohio," more commonly known as the Northwest Territory, had been created on July 13, 1787. Ohio became the 17th state on March 1, 1803. It was the first state to be created out of the Northwest Territory.
They had to pass an enabling act.

The northwest ordinance included a bill of rights for the settlers, guaranteeing freedom of religion and trial by jury. It had an enormous effect on American expansion and the development and it opend the way for settlement of the northwest territory in a stable and orderly manner.
