Although all the Union participants at the fateful cabinet meeting in Washington DC understood the public pressure for action, it seems that General McDowell pushed for his Manassas plan in Virginia. He believed that the Ananconda type plan was too slow in developing. It remains unclear how strongly he pushed for a July battle. Some sources state he was against the timing of such an invasion, other sources do not make this clear.
