The problem with labeling any president as "stupid" is that

1. Doing something that you didn't agree with does not mean someone is stupid.

2. Having done something and it not having worked out does not mean someone is stupid.

3. There is no scientific method to measure "stupidity", which is why the term is no longer used in psychiatry.

Dumbest?...in terms of what? IQ? Education? Actions or policies while in office? And by "leader," presumably you're referring to the President of the United States? The question is almost entirely subjective. To begin with, what do you mean by "dumb?" Literally, dumb means lacking the capacity for speech. Perhaps you mean dumb to mean low IQ scores? Do you mean to suggest that anyone with a lower IQ score than someone else is somehow "dumber" than that person? Or possibly you are using the term "dumb" to articulate some dissatisfaction with an individual's policies or actions? To the extent that you could compare scores on comparable tests, you might be able to make some relative comparisons, but considering that any such test results would only be available from recent times (maybe the last 50-75 years), any comparison would have to be limited to the more recent presidents. As an example, Officer Qualification scores from the military are available for Kerry, Bush and Gore but not for Clinton or Reagan. These scores generated an "estimated" IQ equivalency of 120, 125 and 134, respectively. Does this mean that Kerry is dumber than either Bush or Gore? I think not. How about education? All recent Presidents have completed post graduate studies. By contrast, Abraham Lincoln had about one year of formal education. Would that mean that he's dumber than all of our recent presidents? I think not. How about actions or policies while in office? This is truly the most subjective measuring stick. How many times have you heard someone commenting on some presidential action or policy with which they didn't agree and say, "That was about the dumbest thing I ever saw"? What you'd be saying if you used that yardstick is that anyone who embraces policies that disagree with yours is dumber than you. The bottom line is that there is precious little data available from which to draw any legitimate, objective comparisons, and most of the subjective comparisons are tainted by political bias. Perhaps the best way to evaluate a President is to wait 100 years so that historians can have the historical perspective necessary from which to formulate an honest, accurate, and non-political evaluation of how well, or how poorly, a President performed his duties while in office.

Some people would say it's an unfair question: that there isn't a worst president because they all helped the United States......in good and in bad ways. But others have said Andrew Jackson, or Warren G. Harding, or Richard Nixon might qualify as among the worst due to political corruption or other serious problems in their administration. I enclose a link to a very good article (in the form of a slideshow) about who some historians think were the worst presidents.

Most likely President Nixon for the watergate scandal. Some criminals broke into the Pentagon and Nixon tried to cover it up.. He is one of the few Presidents to be impeached by the Supreme Court.

Clearly it takes a great deal of ability of some kind to impress voters and win election, so no president was actually "dumb" . However, for pure intellectual power, I would say that Harding

was the most lacking. He relied on his good looks and natural charm to perhaps a greater degree than did other presidents and his record as president did not indicate strong administrative skills. (different answer) Bush. Before he became president, he actually managed to bankrupt an oil company in Texas. You cannot get stupider than that
