The US Civil War had interferred with the industrial development of the western United States since the Dakota Territory had been formed in 1861. Delaying Statehood would contiinue to delay the creation of a nation "From Sea to Shining Sea" or "Manifest Destiny". An East to West division which allowed the bisecting Missouri River to act as a commerce and communication route seemed to be a surefire solution. (North Dakota was sllightly sllighed in land area, the potental of th Black Hiills Gold Fields and may have been shortchanged in property value), but it was a compromise and most of those are imperfect.
