Nitrous really doesn't care at what rpm the engine is running at, whether it be low end or high end. Whatever amount of hp the nitrous is set to add, it will add at any rpm. Although, you need to be careful because you cant overload the engine at low rpm's or you'll start breaking things.
torque is at low rpm, horse power is at higher rpm. as you gain hp, you lose torque and vice versa.
Fuel Pressure
Say when you pull up to stop light or sign and take off, engine boggs dwon until RPM's rev?
Many things can cause lag while driving at a low RPM but not at a high RPM even if it is not the vacuum hose disconnected from the EGR valve as it could be the fuel filter. It can also be the park plugs.
My guess is its vacuum related. High vacuum at idle and low vacuum during acceleration is normal. Look for a vacuum leak

Not sure when you say low speed. Not knowing what your driveline ratio is I will just use some basic numbers .If 20 MPH is your speed and you were in first gear your engine RPM's would be 3000, if you were in second gear at 20MPH your engine RPM's would be 2500 , if you were in third gear at 20MPH your engine RPM's would be 2000. A difference of 1000 RPM's from low to high gear. Lower engine RPM's less fuel used.
