Well, I searched for it on Google, but came up with nil except for articles saying that it was definitely encouraged to wear lipstick and helmet-mounted cameras. The only reason why I can think that reporters are encouraged to wear lipstick is maybe to make them look nicer so that the camera doesn't wash out their colors. Also, for female reporters, it might make them more appealing, so that people will be more willing to give them testimonies.
