Usually a pulsing lights means that some component in the charging system is not working right. Probably the alternator, but it could also be a bad battery that is not holding enough charge. Always check the battery and alternator connections first to eliminate corroded or loose connections. The alternator should run everything with out being connected to the battery while running. Start the truck and then disconnect the negative cable if the truck dies then the alternator is going bad or has bad connections. I aways replace the battery and the alternator together. That leaves me no guess work later. Good luck.

Do the lights come back to their full brightness or do they stay dim as long as the disposal runs? Check all electrical connections at breakers and neutral bar for over heating and tightness. Have your utility check the service and service lateral. Everything checks out find, inspect the starting capacitors in the disposal.

Some vehicles have pulse generating devices such as injectors that draw load on an on/off basis. It is done very quickly and the electrical system (regulator and alternator) can compensate for this. The voltage drops very quickly for a fraction of a second and then shoots back up. This causes most lights to pulsate. This usually goes away or is less noticeable at driving speeds or if a fairly high load is placed on the alternator i.e. if you turn your headlamps on. My Dodge diesel truck does this too and Dodge is known to be one of the worse when it comes to pulse generating devices.
A DLR module is commonly used in cars. Its function is to control the daylight running lights and or switches the lights when starting the engine and dims when the normal beam is switched on.
