This happened once to me, the cause was in the electrical conector for the rear lights, one of the cables had melted the conector, maybe this is happening to you also.
I fixed the problem cutting that cable and connecting it directly to the rear lights assembly (here in Mexico is dificul to get spare parts), maybe in your case (US) you could change the connector if this is the same problem with your car.
Could be the brake light switch or fuse.

are you sure it is the brake lights and not the tail lights. if it is the brake lights you most likely have a short some where. go to a auto eletrican It is the brake lights which turn on. Short in the switch or the wiring?

Usually the lights will be always on the only way to turn them off manually is when you engage the parking brake, if you need them off during the day time you can pull up the parking brake to the first notch and it shouldn't affect the brake at all. That's how I do it on my 98 jetta at least
it depends what year this jetta is? 93-99's will have the fuse on the drivers side underneith near the petals...you should find it there
