it doesnt always have the resources to do so in time.

to create a cell wall one needs energy, nutrients, the basic elements to construct it and time. the bacteria cell wall provides protection, both physical and chemical. think of it like a city with a wall and soldiers for protection, it falls under attack which it manages to repel but not before the wall is breached and many soldiers die. if it falls under attack before it has the time or the resources to rebuild the defenses it will die.

another possible explanation for the bacteria is: some genes are active only in certain stages of development after which they get closed up for good. if i damages some cells in your liver new cells can no longer develop into heart or eye tissue there even though they have the genes for it.
