You can either set a colour or choose a background image, you cannot do both.
Wallpaper , Desktop Background
It depends on if you're talking about the background of your desktop or the background of a running program. FOR DESKTOP. Rightclick desktop, properties, desktop, make background picture None and change the color to black. FOR PROGRAMS. Rightclick desktop, properties appearance, advanced, window, then change that to black and the font color to something like white or whatever, something you can see on top of black.
Right click on your desktop and go to properties. Select the desktop tab. You can then select the color in the lower right corner where it says color.

If you want to change the background on your desktop for Microsoft Windows, first make sure that you are looking at your desktop and do not have any active windows. Minimize any windows you are using by clicking on the _ icon in the upper right corner. Find an empty space on your desktop and right-click.
