This happens to me also in my 1996 Firebird. However, this didn't always happen until my driver side headlight motor (gear) started grinding - it needs to be changed. The 1989 Taurus has larger headlights separate from the turn signal(corner lamp) The 1993 Taurus has more slender headlights joined to the corner lamp.

I unbolted the cover on the wheel well and reached in to change my signal lights. Then I bolted it back on. I hope this works.
