American economic assistance to Germany was part of the Marshall Plan, a comprehensive program for Western Europe designed to rebuild the infrastructure of nations impacted by WWII. It was motivated by the belief that prosperity would make Germany less likely to turn to Communism, which was a very real worry at the time and enable them to contribute to their own defense. In the longer run, a prosperous Western Europe became a key market for American exports.
Because the Allied powers learned from WWI and the Treaty of Versailles what forced reparations could do to a national psyche - Hitler had in part used German resentment over the Treaty to rise to power - and because the Western Allies (U.S., Britain, France) wanted to stem the spread of Communism in the East (Japan) and West (West Germany), and strong capitalist economies/governments with Western ties in Japan and (West) Germany would help accomplish this.
