He was given this opportunity thanks to the decisive strategic victory at the Battle of Antietam (though from a tactical point of view, the encounter must be considered a tiny one).

So the event led to the release of the Emancipation Proclamation, a measure of war which strengthened the Union's war effort, giving to the Blacks the chance to enlist in the US Army and fight for their freedom.
