He believed it was not effective because during that time was the Civil Rights Movement and many had to stand up for that they believed in instead of sitting on the side and allowing the racism and inequality to go on. Every one knew that the Congress would not just pass a Bill of Rights without any reasons if no one was against how the ways were then. Even thought it took many activists and peace rallies to gain some level of equality among races, it was effective.
