Chamberlain was seen as a 'modern', technocratic Conservative. Churchill, a dyed-in-the-wool imperalist, was widely seen as a backward-looking relic from the days of Queen Victoria ... He had made himself very unpopular in 1935 by speaking and voting against legislation to give India some modest measure of self-government. In the very unusual circumstances of the times, it so happened that Churchill with his views of the moral qualities need for national and imperial greatness was more in keeping with the needs of the time.

He had fallen out of favour because of the outbreak of war and he was a good peace-time prime-minister, he successfully appeased Adolf Hitler to allow Britain time to rearm as they were not prepared for war in 1938. He was a strong willed man and fought for peace as prime-minister. Due to ill health, cancer, he died in 1940. Winston Churchill took over and became a successful and popular war-time prime-minister.
Because he knew that his policy of appeasement had failed and he wasn't up to the job of Wartime Prime Minister. He was succeeded by Winston Churchill in May 1940

The idea that Prime Minister Neville Chamberlain successfully appeased Adolph Hitler to allow the UK time to rearm held no currency in the 1930's and no currency in modern day history. When Hitler successfully militarized the Rhineland, against the agreements of the Treaty of Versailles, that was warning enough to begin to rearm, especially with fascist Italy being an ally of Germany. Since Chamberlain's appeasement policies, along with France's allowed the annexation of Austria and via the Munich Conference annex a large portion of Czechoslovakia, Hitler was giving anyone with a clear mind that Hitler had bad intentions. Belgium saw this in 1936 when it declared itself "neutral" in any future wars. After the war started, Chamberlain, in bad health from cancer resigned and Winston Churchill replaced him. In October of 1940 Chamberlain died from cancer.
