The male adult citizens met fortnightly in assembly where they discussed and voted on issues put to them by the councillors who then implemented the Assembly decisions and directions. We today would call this a direct democracy or a radical democracy. And it was not Pericles' government - obviously it was the people governing. Pericles was a military leader and had strong political influence through his addresses to the Assembly. But the people decided, and the Council and generals executed their decisions.
