Because Reagan actually believed that if everyone had SDI it would make nuclear war obsolete and impossible. Reagan simply had no comprehension of how the technology would or would not work and in large part was being sold a bill of goods by some individuals with personal agendas (e.g. Edward Teller whose highest priority was keeping the nuclear weapons labs running at all costs) nor did he understand that such an expensive technological system was far beyond the abilities of the then failing Soviet economy to either implement or maintain (a fact blatantly clear to Gorbachev).
