In the beginning of the war, the majority of finance for the Southern government came via duties on international trade. However, revenue from the tariffs all but disappeared after the Union imposed its blockade of Southern coasts.
In the first few months of the war, before the Union naval blockade was effective, the Confederacy could have exported its plentiful cotton in exchange for war supplies. But it decided to withhold its cotton for a time, to make the world feel the loss of this commodity, and grant recognition to the Confederacy and send military aid in order to obtain it. Unfortunately for them, there was a cotton surplus on the global market that year, and nobody reacted that way.
If the question is referring to the Vietnam War South Vietnamese Military, we gave them all they needed; Artillery, M-41 Walker Bulldog light tanks, M-113 Armored Personnel Carriers (which they turned into ACAV's/Armored Cavalry Assault Vehicles), A-1 Skyraider propeller powered attack airplanes, helicopters, M-16 rifles, M-60 machinguns, helmets, ammunition, etc. If the question is referring to the US Civil War South, Confederate States of America, they used captured US Army equipment, weapons already on hand, and purchased weapons from Europe. Which is why the US Navy blockaded the coastlines; and Confederate blockade runners became popular. The Southerners could have solved their problem if they would HAVE PLANNED better. Build up a factory system AND stockpile spare parts and weapons before the war started in 1861; to include gunpowder production. Cartridges were not in general usage back then. It was almost strictly percussion caps, powder and lead balls. The North was "Industrialized" and DID produce those items. The South was a "Agricultural" region and did NOT produce those materials. Therefore, had they planned better, they would have either developed a system that produced that equipment OR had a reliable friend (country) that could & would supply them with that equipment (like South Vietnam had the US to supply them).
The president of the union put the navy around the South so they could not ship in or out.
