Britain had already claimed the eastern half of the continent, and the French had been eyeing off the western half. the Swan River colony was not the first to be established in Western Australia. In 1826, Edmund Lockyer was sent to claim the western half of the Australian continent for Britain. He arrived at King George Sound on Christmas Day in 1826, and established a military base which he named Frederick's Town (now Albany).
In 1829, Captain Charles Fremantle was sent to take formal possession of the remainder of New Holland which had not already been claimed for Britain under the territory of New South Wales. Quite simply, they wished to stake their claim beofre the French did, or before the Dutch changed their mind.
That is a ridiculous question as is ! - As you obviously haven't noticed, governments in general establish new policies almost weekly. So for even a slim chance at a sensible answer, PLEASE re-write and append a DATE, WHICH government and what policies you are asking about.

Colonists in early america were taxed by the British Government. The colonists did not think this taxation was fair, because they did not have representation in parliament, the British Government. Imagine being in a colony that recently arrived in the unsettled america, and attempting to found a massive civilization. Then, your friends that sent you here in the first place decide to tax you, take your money that you have little of. And none of your citizens who knew what it was really like to be a colonist were actually representing your colony in parliament, hence the colonists protested. Their protest chant was "No taxation without representation!"
Ummm because they did cause they wanted to.

The States started to pay tax when it was a British colony. King George raised the tax higher and the Americans rightly objected. This was one of the main reasons they rebelled against the British and won.

Each colony should decide for itself whether to keep British troops within its borders.
A reward was offered for the discovery of gold. Payable gold had already been discovered in New South Wales. Victoria had pushed for self-government and separation from NSW, and now the government was keen to establish its own source of wealth. It was believed that, if gold was discovered within 200 miles of Melbourne, people would flock to the new colony, and Victoria would become a wealthy colony in its own right. To this end, Governor La Trobe assembled a Gold Discovery Committee on 9 June 1851, and offered a £200 reward to anyone who found payable amounts of gold.
