Because Berlin is 110 miles inside East Germany at the time,and the USSR controlled the road and rail acess to get to Berlin. It was believed that it was impossible to supply all the food,coal,gasoline,etc.by air.
Well, after ww2 ended the victorious countries reunited at Yalta to decide what to do with Germany. It was decided that Germany should be divided in four, one part to the US, one part for England, one part for France and one part for the Soviet Union. Unfortunately Berlin stood in the middle of the territory conceded to the soviets, so they decided to also split Berlin at four, France, England and the USA united their part forming west Berlin while the soviet part was east Berlin.
This means that to get to their part of the city the allies had to cross right thought soviet territory, Stalin saw this as an opportunity to take the whole of Berlin, and so he blocked the access routes of the allies, he thought that is the west Berliners lacked food and electricity they would surrender to the soviets, instead the allies took the provisions by air, in what is called as the berlin airlift this lasted around a year after which staling took the blockade out.

The Soviets cut off access to West Berlin to basically starve the city of supplies. What made this easy for them to do was that Berlin was controlled by the communists who had power over Western Germany making it very difficult to send them supplies.
. There were several reasons which triggered the blockade imposed by Stalin to prevent supplies (by land) from the capitalist side to their side of Berlin. To start with, Berlin symbolized the whole rivalry between capitalism and communism, Stalin didn't want his communist population to see how capitalism was doing since he was afraid they would want it, there was a clear difference in their standards of living, partially because the west countries were making sure that western Berlin was completely supplied and was a big city. Moreover, this city was supplied with money given from the Marshall plan; Stalin despised this plan and forbade any of the eastern countries to accept it. Stalin was also scared that the Allies were rebuilding the German state. Stalin's intentions were that they would give up their side of Berlin, not only expelling the westerns, but obtaining the other side of Berlin
Josef Stalin (sov. leader at the time) wanted the U.S. out of west Berlin because after WWII ended, Germany was split into West and East Germany, and so was Berlin. But it happened that Berlin was in East Germany. Stalin wanted the U.S. out so he blockaded the area and cut off the power. In retaliation the U.S. flew supplies into West Berlin until Stalin gave up - narrowly avoiding war.
