To end the Spanish American War the US gave Spain $20 million for the Philippines. They owned it and had paid good money for it. If they simply left, some other nation would certainly step in and take over the Islands. There were numerous factions in the Philippines that wanted to take control but the US did not see any of them as capable of self government at the time.

The US had no obligation to grant independence to the Philippines and it had just paid out $20 million to Spain for it. Somehow it needed to get its money's worth out of the bargain. Some considered keeping only Luzon as a forward Naval Base and allowing the rest to become independent, but that isn't how it worked out.
