During the American Civil War, the British government refused to recognize the Confederacy due to long-established politico-diplomatic protocol. To most established world-powers, recognition of those claiming political independence required proofs of stability so as to avoid lending prestige to transitional or spurious revolutionaries. In addition, Great Britain had commercial connections with Northern merchants that it did not wish to put into jeopardy without good reason.

The Union did not want any country to recognize the Confederacy. And the Union did not recognize it as well. US President Lincoln considered the Southern States to be in rebellion against the United States Government. The Union did whatever it could to dissuade foreign governments to recognize the Confederacy as it would:

A. Give the Confederacy legitimacy in the eyes of the world; and

B. Once recognized as an independent country, the South would be in a better position to negotiate loans for food and war supplies and seek to form military alliances with itself.

While much of the Aristocracy may have been pro southern (or at least less anti-southern than anti-northern) most of the working class was solidly against the South. Members of Parliament who wanted to be re elected would not have stood for it. The crushing Rebel defeat at Antietem sealed the deal.
